PROBLEM TO BE SOLVED: To provide a one liquid type active energy ray-curable coating material composition, which has excellent productivity in coating film formation and can form a silicon-based coating film having sufficient scratch resistance and moisture resistance, and to provide a composite coating film provided with a top coating film composed of the coating material composition. SOLUTION: The one liquid type active energy ray-curable coating material composition for a plastic substrate contains specified three kinds of silicon compounds. Suitably, a top coating film is formed from the one liquid type active energy ray-curable coating material composition on an undercoating film formed from the coating material composition containing urethane (meth)acrylate having an alicyclic structure.
