PROBLEM TO BE SOLVED: To provide a cold-spraying apparatus which can determine the application conditions without actually measuring a jet velocity of a powder material by using a measurement device for the velocity of the powder, and to provide a cold-spraying method therefor. SOLUTION: The cold-spraying apparatus 1 is directed for jetting the powder material A from a nozzle together with an operation gas G under the predetermined application conditions and depositing the powder material on a substrate B; and adopts a structure having a system 100 for determining the application conditions, which analyzes a flow field of the operation gas G in the nozzle based on the application conditions, estimates the jet velocity of the powder material A, and thereby determines whether it is possible to deposit the powder material A jetted from the nozzle on the substrate B or not.
