The element has posts (5, 6) comprising distinct openings in which coupling bars (7) are inserted, where the element is permeable to electromagnetic waves. The bars are made of material transparent to electromagnetic waves. The bars form projection on a side face of the posts assembled on an edge of the panel. Spacing of the bars assembled to the posts is equal to minimal distance (d) separating an interior wall from free ends of upper and lower sills (2, 3) of a fencing panel (1), so that the spaced bars maintain the panel in position when the bars are received in the ends of the sills.
