The present invention relates to a cell preserving solution comprising: a solvent which includes 30-50w/v% of alcohol; 50-65 w/v% of distilled water; 1.0-2.5 w/v% of a buffer agent; 0.1-1.5 w/v% of a blood remover; 0.1-1.5 w/v% of a protein precipitator; 0.1-1.5 w/v% of an anti-clotting agent; 0.1-2.0 w/v% of an anti-drying agent; 0.1-1.5 w/v% of an osmotic agent; 0.1-1.5 w/v% of a preservative; 0.1-1.5 w/v% of a mucolytic agent; and 0.1-1.5 w/v% of a mucus softener. The cell preserving solution of the present invention minimizes the denaturation of cells during a retention period, is able to maintain an optimal pH, is able to preserve a shape of a cell close to the original shape of the cell by preventing the drying and decomposition of the cell and is able to be applied, for example a non-gynecologic cell preserving solution.
