Provided is a cylindrical flat heater with vibration responsiveness (a feature of properly moving for the vibration of the pipe and returning to an original shape from the deformation caused by the vibration of the pipe) for the vibration of a pipe when an earthquake is generated. The cylindrical flat heater which heats the pipe, comprises a radiant heat device buried by an insulation material sheet; a cylindrical heater mat, disposed in an inner circumference side, and having a slit in an axis direction; a cylindrical insulator on the outer circumference side, having a slit in the axis direction; and touches the external surface of the pipe. The cylindrical flat heater prepares a flexible metal thin film on the inner circumference surface which touches the pipe of the heater mat and prepares a connection band which hooks the slit of the insulator on the outer circumference surface of the insulator. |
