PROBLEM TO BE SOLVED: To improve response of a service to be provided from a server to a terminal device.SOLUTION: A communication device to be provided between a terminal device and a server includes: a detection unit that, with respect to service data to be transmitted from the server to the terminal device through the communication device, detects both transferred data which has been transferred from the communication device to the terminal device and non-transferred data which has not been transferred from the communication device to the terminal device; a first calculation unit that calculates a first cost for transferring non-transferred data to the terminal device; a second calculation unit that calculates a second cost for transmitting to the terminal device a difference image between an image corresponding to the service data and an image corresponding to the transferred data; and a transmission method determination unit that transfers the non-transferred data to the terminal device when the second cost is equal to or higher than the first cost and transmits the difference image to the terminal device when the second cost is lower than the first cost. |
