PROBLEM TO BE SOLVED: To provide a performance prediction device or the like for easily predicting the performance of a virtualization system even if a virtual machine operating in one physical machine is a single machine or a plurality of machines.SOLUTION: A performance prediction device 1 of a virtualization system (VS) has a first PPM generation part 101 for generating a performance prediction model (PPM) of an AP layer on the basis of information about an AP, operating in a virtual machine executed by a VS comprising an application (AP) layer and a hardware (HW) layer, a second PPM generation part 102 for generating a PPM of the HW layer on the basis of a result obtained by measuring the VS, and a performance prediction model synthesis part 103 for generating a PPM of the VS with a dependence relation between the AP layer and the HW layer reflected thereon by synthesis processing using an output value in the PPM of one layer as an input value in the PPM of the other layer with the PPM of the AP layer and the PPM of the HW layer as objects.
