When a call of circuit switching addressed to general user equipment is issued from priority user equipment to a packet exchange communication network, the connection to the general user equipment that is on the call arrival side is transferred from the packet exchange communication network to a circuit switching communication network. According to this transfer method, connection restriction information related to the connection restriction in the circuit switching communication network is acquired.
