Disclosed is a high voltage discharge generating apparatus. The high voltage discharge generating apparatus according to one embodiment of the present invention includes: a discharge tube which is formed with a cylindrical or polygonal shape; an internal electrode which is separated from the inner wall of the discharge tube with a preset distance; an external electrode which surrounds the outside of the discharge tube to face the internal electrode and generates a high voltage discharge between the discharge tube and the internal electrode; and an insulator which is formed in the internal electrode and controls the directivity of the high voltage discharge generated in a discharge space.
