PROBLEM TO BE SOLVED: To provide a portable terminal device being more user-friendly even in an environment which is undesirable to utter voice and even in an environment having large noise, and an information processing system.SOLUTION: The portable terminal device includes a storage part for storing lip movement recognition data, an imaging part for photographing video including at least a lip part of an operator, a lip movement recognition part for recognizing an operation to be executed by comparing movement data of the lip part of the operator obtained from the imaging part with the lip movement recognition data, and a control part for performing an executable operation according to the lip movement recognition part.
