Encoding or decoding a video sequence using SAO parameters

The invention relates to video coding under the HEVC standard. A method of encoding or decoding a video sequence according to the invention comprises: obtaining a reconstructed frame area made of an array of sample values and applying a sample adaptive offset, SAO, filtering to the reconstructed frame area based on SAO parameters wherein at least one of the SAO parameters is determined independently of the sample values of the reconstructed frame area. The SAO parameters may be determined from another frame of the video sequence at a co-located frame area either as by-default SAO parameters or as the same SAO parameters. The sample-independent SAO parameters define an Edge Offset filtering or a Band Offset filtering and the absolute value of the offsets may be increased when a quantisation parameter associated with the reconstructed frame area exceeds a threshold value.
