The present invention relating to a process for preparing inorganic-organic compositions and composites is characterized by preparing a material solution, which is subsequently subjected to an electrospinning process wherein the material solution is prepared by dissolving a polymer and a phosphazene derivative in a solvent and then by creating a composite layer through an electrospinning or electrospraying process wherein hexaphenoxo-cyclo-triphosphazene (HPhCTF) or hexaamido-cyclo-triphosphazene (HAACTF) is used as the phosphazene derivative.
