PROBLEM TO BE SOLVED: To automatically and accurately determine an information device incorporating a battery from among devices connected to the electrical outlets. SOLUTION: A pattern determination/recording part 106 records in a determination table 114 if a power consumption pattern, in a certain period, has a cycle(s) of fluctuation being within a predetermined value and widths thereof being within a predetermined magnitude, and records in the determination table if the power consumption pattern, in other periods, has a cycle(s) of fluctuation being within a predetermined value, widths thereof being within a predetermined magnitude and an average value being different from an average value previously recorded in the determination table by an amount equivalent to recharging the battery; and a device type determination part 108 determines whether a device is an information device incorporating a battery (e.g., a laptop PC) on the basis of the determination table.
