An apparatus for controlling load allocation of a cluster according to the present invention includes a cluster constituted by a plurality of managed object nodes performing an actual operation, which the cluster is to perform; and a cluster power management module to analyze a resource usage rate by monitoring a load status of the plurality of managed object nodes, dynamically allocate loads of the corresponding managed object nodes based on a preset plurality of allocated threshold values and corresponding to the analyzed resource usage rate and increase in resource usage of each managed object nodes, and change and control a power status of the corresponding managed object nodes according to the dynamically allocated loads.
