This white conductive powder includes: titanium oxide particles; and tin oxide particles that coat surfaces of the titanium oxide particles, wherein the titanium oxide particles contain K, Mg, Nb, and Zr, and each thereof is contained at a content of 0.01 % by mass to 0.5% by mass, a crystal structure of the titanium oxide particles is a rutile structure, an average particle size of the titanium oxide particles is in a range of 100 nm to 500 nm, and an average particle size of the tin oxide particles is in a range of 1 nm to 50 nm.
