The lamp has LEDs (6) connected to a E40 base (1) by an electrically conducting circuit and fixed to a support placed in a watertight enclosure (2) formed partially by a bulb (3). The support includes tubular radiator (5) comprising ventilation openings (7a, 7b) at ends to authorize a circulation of outdoor air in the radiator. The bulb made of transparent or translucent synthetic material, is partially filled with a transparent or translucent liquid (4) i.e. oil, in which the LEDs bathe. The radiator includes longitudinal fins (5a) projecting toward the interior. An independent claim is also included for a public outdoor lighting device.
