Disclosed is a VO_2 laminate based on graphene for a smart window. The VO_2 laminate based on graphene for a smart window according to an embodiment of the present invention comprises: a functionalized graphene layer including one or more layers; and a vanadium dioxide (VO_2) layer formed on the upper surface of the functionalized graphene layer (110). The present invention can improve the light transmittance of the VO_2 laminate by using the graphene layer, which has been functionalized by doping and intentional and structural defect generation, as the base of the vanadium dioxide layer.
