PROBLEM TO BE SOLVED: To achieve space reduction in a standard cell for achieving a circuit for in-phase driving a plurality of complementary transistor pairs (CMOS pairs), and achieve cost reduction.SOLUTION: A semiconductor integrated circuit comprises cells for forming an intended circuit, in which the cells include standard cells of a type for in-phase driving a complementary pairs. In the case of double height, for example, a plurality of CMOS pairs (here seven pairs) are included and at least a part of the pairs (here all seven pairs) are in-phase driven. The standard cell has the defined size of a cell length (longitudinal) standardized by an M-multiple cell length which is M (here M=2) times a basic cell length corresponding to one pair of the CMOS pair. Common gate electrodes 21, 22, 23 for at least two pairs to be in-phase driven are linearly arranged in a direction of the standardized cell length (longitudinal) and outputs are separated at least between complementary transistor pair.
