a positive electrode that includes a positive electrode catalyst; a negative electrode; an aqueous electrolyte; a case in which the positive electrode, the negative electrode and the aqueous electrolyte are housed; a structure that is provided between the positive electrode and the negative electrode, and is configured to be impregnated with the aqueous electrolyte; and crystal growth nuclei scattered about inside the structure.
