A one-dimensional circulating switch may be defined by connections between several switch modules and one or more temporal cyclic rotators. Where a switch module that is part of a first one-dimensional circulating switch is also connected one or more temporal cyclic rotators that define a second one-dimensional circulating switch, a two-dimensional circulating switch is formed. A two-dimensional circulating switch is flexible and may scale to capacities ranging from a few gigabits per second to multiple Petabits per second.

1. A data transfer apparatus in a switching system having a set of switches and a plurality of rotators arranged into rotator pairs, each rotator pair cyclically interconnecting a respective subset of switches of said set of switches, the apparatus comprising:
an interface coupled to a selected switch dedicated to exchange control data with each other switch of said set of switches through said plurality of rotators; a memory device storing a route set for each directed switch pair, each route of said route set traversing at least one rotator; a processor, coupled to said memory device, executing processor-readable instructions for determining:
availability of each path segment traversing said each rotator during a rotation phase of a rotation cycle having a predefined number of rotation phases; andavailability of routes each traversing at least one rotator.
