The method involves permanently installing communication equipment and a mobile navigation equipment to determine location of a vehicle by a satellite tracking unit. A navigation system is located in a factory by a carmaker. A telecommunication system is detected in the factory by the carmaker. The navigation system is detected by using an automotive supplier, a notebook, a tablet PC and a mobile telephone. Application software is required for payment development.
