PROBLEM TO BE SOLVED: To plan production and transportation of a product which is produced at one or more production bases and sold at one or more selling bases.SOLUTION: A production and transportation planning device includes: a production and transportation plan evaluation part 169b which evaluates a temporary production and transportation plan on the basis of stock quantities of a product and components constituting the product, which are calculated from information on the temporary production and transportation plan and a shipment schedule of the product, an operation state of the production bases calculated from the temporary production and transportation plan, evaluation values of the production bases, and transportation costs for the transportation of the product between the production bases, between the selling bases, and between the production bases and selling bases calculated from the temporary production and transportation plan; and a production and transportation plan search part 169c which searches for a suitable production and transportation plan on the basis of the evaluation results obtained through the evaluation by the production and transportation plan evaluation part 169b.
