PROBLEM TO BE SOLVED: To provide an apparatus and method for immediately manufacturing fine particles having desired components with a predetermined particle diameter in a closed system.SOLUTION: An apparatus 1 for manufacturing fine particles includes: a reaction vessel 10; a filter 20 which divides the interior of the reaction vessel 10 into a first chamber 10-1 and a second chamber 10-2, having holes with a predetermined aperture; a liquid inlet 11 disposed at the first chamber 10-1; a fine particle outlet 13 disposed at the second chamber 10-2; and a lid 33 which blocks the outlet 13. Both sides of the filter 30 have liquid repellency for the liquid to be injected into the first chamber 10-1.
