<p>A method and apparatus for configuring downlink power parameters. The method comprises: a base station configuring downlink power parameters for both a primary cell and a coordinated cell of a terminal in a CoMP (Coordinated Multi-Point) cluster where the terminal is located; and the base station notifies the terminal of the downlink power parameters.</p>
