Disclosed are a method and a mobile device for recognizing a plate based on a position using a mobile camera. The position based plate recognition method using a mobile camera is characterized by comprising the following steps: photographing a position based plate in a preview mode of the mobile camera and generating a preview image; extracting a text area from the preview image; and recognizing a text in the text area. According to the present invention, a result of the position based plate recognition is displayed within a short time which is less than one second, and a current position is accurately displayed without distance errors even in an area with dense high-rise buildings. Also, building information about companies on each floor and real estate information can be provided by using specific building information recognized by a mobile camera.
