PROBLEM TO BE SOLVED: To provide a hydraulic machine in which convertible energy is increased while upsizing of the hydraulic machine is restrained, and a wind power generation device.SOLUTION: A hydraulic machine comprises: at least one piston 22; at least one cylinder 24 for guiding the at least one piston so as to allow reciprocation; and a machine element 30 configured to interlock with reciprocation of the piston inside the cylinder. In a region surrounded by the cylinder, a plurality of hydraulic chambers 25A and 25B separated by the piston are formed. The machine element is configured to convert a motion mode between the rotation of the machine element and the reciprocation of the piston accompanied by periodical volume changes in each of the plurality of hydraulic chambers.
