The prevent invention relates to an Arabidopsis thaliana AtEIN3 gene promoter (sequence number 1) inducing embryo-specific gene expression in a plant body; an plant embryo-specific gene expression vector including the promoter; and a method for producing a target protein by expressing an exotic gene in the embryo of a plant body using the vector. The embryo-specific gene expression promoter according to the present invention induces gene expression specifically in only the embryonic tissue in seeds of a dicotyledonous plant. Therefore, the promoter can induce gene expression in the embryonic tissue of a dicotyledonous plant and can be practically used for development of a transformed plant body to produce useful proteins for medical and industrial purposes from the same tissue.
