PROBLEM TO BE SOLVED: To recognize achievement by tracking business history, residence history, or the like of a specific person placed in a telephone book by automatically acquiring a change history of the information about the person placed in the telephone book from telephone book data and telephone number data. SOLUTION: An arithmetic processing unit 11 performs collation processes with telephone book data before and after update which are stored in a storage device 12 with a telephone number as a key, to collect a change history of the telephone book data. The telephone book data representing the change history that is collected is subjected to a rearrangement process for each telephone number and in the order of year/month of issuance of the telephone book. A tracking process is performed for usage state of telephone numbers based on the year and month of issuance of the telephone book from the change history that has been rearranged, to determine a business history or residence history of a specific person placed in the telephone book, which is outputted to the storage device 12 or an input/output device 13.
