A method of controlling access to a telecommunications network is disclosed. The network includes user equipment (UEs) of a first network user type 130, such as commercial users, and UEs of a second network user type, for example, emergency services users. A network load is determined based on the demand for resources and a threshold value BF, preferably a barring factor, is calculated based on the load. The threshold value is sent to the UEs of the first type, preferably in a SIB2 block. Access to the network by UEs of the first type is controlled using the threshold value, for example, by drawing a random number RD at the UE and comparing it to the threshold. Access to the network by UEs of the second type is permitted. A modified threshold is generated if the network load changes. A method is also disclosed in which a request for network resources is received for UEs of the second type; on the basis of request, an amount of resources allowed to be used by UEs of the first type and/or a set of UEs of the first type allowed to access the network is determined; and a threshold is modified based on the determination. |
