A two-way fluid flowing apparatus according to the present invention includes: a duct which support multiple components and has a flow path which lets a fluid flow through a support shaft which is inserted and fixed into the duct; a rotating plate which can freely rotate around the support shaft and be coupled to a power providing means to rotate; a plurality of thrust wings which restrict the flow by touching the fluid when the rotating plate rotates and can freely rotate on a side of the rotating plate against the rotating plate; and a height maintaining means which guides the thrust wings to maintain a certain height when rotating around the support shaft during the rotation of the rotating plate. |
