PROBLEM TO BE SOLVED: To provide a photopolymerizable composition capable of exhibiting excellent effects in stainproof performance suitable as a water facility-related member in particular, besides exhibiting such properties as chemical resistance and hot water resistance, when used as coating layers of functional panels, while enabling a wide variety of low-surface-free-energy compounds to be used, by adopting a compounding technique excellent in the compatibility of such a low-surface-free-energy compound, and to provide such a functional panel using the composition. SOLUTION: The photopolymerizable composition is characterized by including: (A) a low-polar (meth)acrylate oligomer having 1,2-polybutylene oxide units; (B) a photopolymerizable monomer with a solubility parameter (SP value) of 20.0 (J/cm<SP>3</SP>)<SP>0.5</SP>or less; and (C) a low-surface-free-energy compound.
