The present invention relates to a carbonic acid alkali agent using carbon dioxide generated in a sewage and wastewater treatment process and a manufacturing method and, more specifically, to a manufacturing method for a carbonic acid alkali agent using carbon dioxide generated in a sewage and wastewater treatment process comprising: a gas collection step of collecting discharge gas generated in a sewage and wastewater treatment process; a harmful gas treatment step of removing volatile organic compounds and odor causing materials by passing the discharge gas collected through the gas collection step through a chemical cleaner and an active carbon device; and an alkali agent production step of manufacturing an alkali agent by adsorbing discharge gas in which harmful gas is removed through the harmful gas treatment step by basic solutions.
