PROBLEM TO BE SOLVED: To provide a communication system, a communication device, a communication method, and a communication program that can acquire address information of another communication device to perform a data communication, even if the communication device is not connected with a telephone network. SOLUTION: If terminal devices 16 and 17 communicate with each other, a first communication device 3 not connected with a telephone network 25 searches for second communication devices 7 connected with the telephone network 25 and selects one of the second communication devices 7. The first communication device 3 requests the selected second communication device 7 to acquire and transmit the newest IP address of a third communication device 8. The second communication device 7 acquires the newest IP address of the third communication device 8 via the telephone network 25 and transmits it to the first communication device 3. The first communication device 3 uses the IP address of the third communication device 8 transmitted by the second communication device 7 and communicates with the third communication device 8 via an IP network 23.
