The present invention relates to a method for synthesizing anatase titanium dioxide in the shape of a nano-wire from metal titanium by using a hydrothermal synthesis method. The titanium dioxide synthesis method according to an embodiment of the present invention includes the steps of: inserting a sample material including a sodium hydroxide solution and metal titanium powder into a hydrothermal reactor; generating sodium titanate (Na2Ti3O7) through the hydrothermal reaction of the sample material; generating hydrogen titanate (H2Ti3O7) by washing the sample material after the hydrothermal reaction with acid and water and drying the sample material; and sintering the hydrogen titanate in an electric furnace.
