The present invention relates to a 3D scanning apparatus and a 3D scanning method and provides a 3D scanning apparatus comprising one or more 3D sensors which acquire 3D street images; a 2D imaging camera which acquires 2D images having a resolution higher than that of the 3D street images; and a 3D model generating unit which mixes the 3D street images with the high resolution 2D images to generate a high resolution 3D street image.
