Disclosed are a system for monitoring water quality based on GPS, capable of automatically measuring the water quality of an unspecified location while moving naturally along the flow of water and a method thereof. The disclosed system for monitoring water quality based on GPS comprises a floating sensor to measure the water quality of the unspecified location while moving naturally along the flow of water; and a collector to collect information on the water quality via the floating sensor and wireless communications and to transfer the collected information to cooperated monitoring equipment, wherein the floating sensor is sheered off a current position by using a function of escaping the current position when staying at a specific location during a predetermined time through the location information.
