The present invention provides a sustained release lipid pre-concentrate comprising: a) a liquid crystal forming agent; b) phospholipid; c) a liquid crystal reinforcing agent; and d) a metal salt having two or more valences. The sustained release lipid pre-concentrate is in a lipid liquid phase without an aquatic fluid present, and forms a liquid crystal on the aqueous fluid. The sustained release lipid pre-concentrate exhibits an effect in reinforcing the sustained release properties of an anionic pharmacologically active substance through an ion bond between the metal salt having two or more valences and the anionic pharmacologically active substance.
