Provided is a device for receiving and dispensing a bill which can allow a customer to conveniently deposit and withdraw a bill. The device for receiving and dispensing a bill comprises: a receiving and dispensing slot to receive or dispense bills; a separation and stacking unit having a separation space in which the received bills are separated one by one and a stacking space in which the bills to be dispensed are stacked; a carriage unit having a back plate and a front plate to clamp the bills and receiving the bills received through the receiving and dispensing slot in the separation and stacking unit or transferring the bills to be dispensed from the separation and stacking unit to the receiving and dispensing slot; a moving rail provided between the receiving and dispensing slot and the separation and stacking unit to provide a moving track of the carriage unit; and a rotating rail to guide movement of the back plate to secure a stacking path of the bills to be dispensed to the stacking space when the bills clamped by the carriage unit are received in the separation and stacking unit.
