Provided in the present invention are a reinforced composite membrane for a fuel cell and a membrane-electrode assembly for a fuel cell including the same. The present invention includes: a porous support body including three-dimensionally, irregularly and discontinuously arranged macromolecular nano-fibers and a first ion conductor; and a second ion conductor filled inside pores of the porous support body. The first ion conductor is included in the porous support body in the form of nano-fibers or is included among the macromolecular nano-fibers to form nano-fibers along with the macromolecule. As a result, the immersion uniformity and immersion rate of the ion conductors are increased, thereby showing enhanced proton conductivity.
