The present invention relates to: a variable light shielding panel of a transparent display for improving a shielding rate and capable of presenting black; and a manufacturing method thereof. The variable light shielding panel according to the present invention includes: a first electrochromic device which is formed on one side of a first substrate and presents a first color according to the application of a first voltage; a second electrochromic device which shares the first substrate, is formed on the other side of the first substrate, and presents a second color according to the application of a second voltage. The variable light shielding panel can work on variation of a light transmission mode and a light shielding mode according to the application of the first and second voltages and presents the black by mixing the first color with the second color in the light shielding mode. |
