The present invention provides a method of receiving a message by a terminal in a wireless communication system. The method includes receiving a message from a base station, and determining whether to initiate a random access procedure based on the presence of an indicator in the message, wherein the indicator is used for an uplink transmission.

1. A method of receiving a message by a terminal in a wireless communication system, comprising:
receiving a message from a base station, wherein the message is a paging message or system information received when the terminal is in an idle state; determining whether or not to initiate a random access procedure based on the presence of an indicator in the message; and discarding data stored in the terminal for the uplink transmission or data generated for the uplink transmission when the terminal determines not to initiate the random access procedure, wherein the terminal determines not to initiate the random access procedure if the indicator is included in the message, and the terminal determines to initiate the random access procedure if the indicator is not included in the message, wherein the indicator is a stop indicator used for stopping the uplink transmission, wherein the indicator is used for an uplink transmission, and wherein the data is discarded when the indicator is not included in the message.
