The present invention relates to high strength steel containing phosphorous and, more particularly, to high strength steel phosphorous having a new concept which overcomes the conventional concept widely accepted that steel with high phosphorous content may cause brittleness. The steel containing phosphorous according to an aspect of the present invention includes 0.3 to 0.6 wt% of C, 0.5 to 3.0 wt% of Mn, 0.05 to 0.2 wt% of P, 0.1 to 0.5 wt% of Mo, and remaining amount of Fe and inevitable impurities, and has a structure with area fraction of martensite equal to or more than 80%.
