A disclosed fixing device includes: a backup member disposed outside a rotatable flexible endless belt to drive the endless belt; a nip forming member positioned inside the endless belt to be opposite to the backup member to form a fixing nip; and a heater which has a heating layer on which a conductive filler forming a conductive network within the base polymer is dispersed and is disposed at a position corresponding to the fixing nip between the endless belt and the nip forming member to heat the endless belt.
