PROBLEM TO BE SOLVED: To provide an authenticity determination system or the like for an information recording medium which easily attains high security.SOLUTION: An information recording medium 1 has image information, an infrared luminous layer, an infrared light transmission/visible light reflection-absorption layer formed sequentially on a base material. In an authenticity determination system 10, a reading device 50 performs imaging by radiating exciting light on the information recording medium 1 and receiving infrared light emitted from the infrared luminous layer. In addition, a spectroscopic distribution measurement unit 55 detects a peak wavelength by measuring a spectroscopic distribution of the infrared light emitted from the infrared luminous layer. An information processing unit 58 extracts a shape of the infrared luminous layer from the image having the information recording medium 1 imaged thereon and compares the shape of the infrared luminous layer and the peak wavelength of the spectroscopic distribution to those preliminarily recorded in a database 59 with respect to the information recording medium 1 to determine the authenticity of the information recording medium 1. |
