PROBLEM TO BE SOLVED: To provide a distribution system and the like that enable distribution of emergency information without imposing an excess load on a communication network.SOLUTION: A distribution system (1) according to the invention comprises at least: a distribution server (2) for distributing notification; a relay server (4) for relaying the notification; and a first base station (5) and a second base station (5) for transmitting the notification by multiple-address transmission. The distribution server transmits notification including area identification information on a notification distribution area and distribution information to the relay server, the relay server transmits, if receiving notification from the distribution server, transmits the notification to the first base station and second base station, and in the case that each base station of the first base station and second base station received the notification from the relay server, when the area identification information in the notification accords with the area identification information in each base station, each base station transmits the distribution information in the notification to a plurality of terminals situated in a subordinate cell by multiple-address transmission. |
