PROBLEM TO BE SOLVED: To provide a technique which suppresses heat deterioration of a liner during heat curing treatment.SOLUTION: A resin liner 10 having ultraviolet light permeability is prepared (a step S10). Reinforced fibers 5 impregnated with a thermosetting resin having ultraviolet curability and a thermosetting property are wound around the liner 10 to form a reinforced fiber layer 16 (a step S20). Ultraviolet light is irradiated from the inside of the liner 10 toward the reinforced fiber layer 16 to ultraviolet-cure the thermosetting resin in the vicinity of the liner 10 (a step S30). The liner 10 is heated from the outside to heat-cure the thermosetting resin of the reinforced fiber layer 16 (a step S40).
