PROBLEM TO BE SOLVED: To suppress a situation in which equipment instruments of energy consumers start altogether right after end of a suppression period to throw power supply-demand off balance.SOLUTION: A controller 80 includes: a power-consumption-suppression control unit 82 that exerts a capability suppression control over a heating/hot water supply system 10 in a suppression period in response to a power consumption suppression request; a start control unit 83 that exerts a post-suppression start control over the heating/hot water supply system 10 right after the suppression period; and a start-waiting-time setting unit 83 setting start waiting time. The post-suppression start control is a control for increasing a capability of the heating/hot water supply system 10 in a stop state or a low capability state up to a capability necessary for an ordinary operation and for starting increasing the capability of the heating/hot water supply system 10 after waiting for the start waiting time since the control starts. The start-waiting-time setting unit 84 sets a value input from a touch panel 89 or a value obtained by random number generation as the start waiting time.
