PROBLEM TO BE SOLVED: To appropriately control energy saving.SOLUTION: Chiller units 20a to 20c heat or cool water, and communication piping elements L1 to L4 connect the units 20a to 20c to units 30a to 30c. Inverter primary pumps 42a to 42c circulate the water flowing in the communication piping elements L1 to L4 between the chiller units 20a to 20c and the utilization units 30a to 30c. A system controller 80 predicts heat loads THL related to the utilization units 30a to 30c to which a first heat storage amount HSi stored in a predetermined heat storage portion is added. The system controller 80 controls the chiller units 20a to 20c and the primary pumps 42a to 42c so as to minimize an integral value of total energy consumption Eto. The integral value of the total energy consumption Eto is a total of the energy consumed by the chiller units 20a to 20c and the primary pumps 42a to 42c until passage of predetermined time since present time.
