PROBLEM TO BE SOLVED: To provide a character segmentation device, a character recognition device, a character segmentation method, and a program such that a border position of a character can be accurately determined with high precision without setting a threshold on which performance greatly depends and irrelevantly to the state of a character border part.SOLUTION: A character sectioning position detection part 133 which detects a sectioning position of a character in a character string includes: a projection generation part 1332 which generates a projection in which characters are lined in a set area set by an area setting part 1331; and a division point calculation part 1333 which divides a projection in the set area, related to pixel position information in a character lining direction, characters in the character lining direction, and average pixel value information on all pixel values arrayed in a direction orthogonal to the character lining direction, into two areas having a predetermined width, and then calculates dispersion in each of the two division areas, dispersion between the two areas, and the dispersion ratio of those areas respectively, and finds a position where the dispersion ratio found by the division point calculation part becomes maximum. |
