PROBLEM TO BE SOLVED: To provide a cleaning device which is capable of suppressing the occurrence of a cleaning failure caused by the re-adhesion of toner to a body to be cleaned from an electrostatic cleaning brush member and to provide an image forming apparatus.SOLUTION: The cleaning device includes the electrostatic cleaning brush member including a plurality of cleaning members removing the toner on the body to be cleaned, being one of the plurality of cleaning members, provided on the most upstream side in the rotational direction of the body to be cleaned, and electrostatically removing the toner charged to a predetermined polarity on the body to be cleaned, while being rotated, brush member voltage application means for applying a voltage having a polarity reverse to the predetermined polarity to the electrostatic cleaning brush member, a recovery member electrostatically recovering the toner on the electrostatic cleaning brush member, and recovery member voltage application means for applying the voltage having the reverse polarity to the recovery member. The voltage is applied to the electrostatic cleaning brush member and the recovery member, so that a potential difference between the electrostatic cleaning brush member and the recovery member, when non-transferred toner is removed is larger than that when the toner remaining after transfer is removed. |
